A Manager in Tax Quality and Risk Management (TQRM Manager) within the National Office of Risk Management (NORM) assists in addressing tax quality, risk management, and professional standards matters in the RSM US LLP tax practice. A TQRM Manager will report to a partner or a senior manager in Tax Quality and Risk Management.

As part of the TQRM team, the Manager will be responsible for:

  • Assist in addressing tax quality, risk management, and professional standards matters within the RSM tax practice
  • Assist in developing and maintaining tax practice policies
  • Draft and maintain guidance and practice aids addressing tax quality and risk management issues and maintaining content for the Tax Policies and Ethics website
  • Develop and maintain CPE courses addressing tax quality, risk management and ethics issues and reviewing and providing TQRM content for other Tax CPE courses to present training on webcasts and at national conferences
  • Assist in developing and maintaining software tools used in TQRM matters
  • Support others in NORM to address the application to the tax practice of regulatory and ethics issues applicable to all lines of business, including independence and data privacy and security
  • Consult with individual tax practitioners regarding tax policy, and tax-related professional standards, quality, and risk management issues
  • Consult with RSM practitioners and general counsel regarding tax-related claims, penalty assessments or ethics inquiries
  • Manage tax services authorizations granted by Tax Local Leaders
  • Manage the annual RSM Tax Practice Review process
  • Manage reporting to tax practitioners and local and regional leadership regarding quality and risk management matters
  • Assist Local and Regional Tax Leaders in addressing any identified quality, ethics or risk issues

Basic Qualifications:

  • A TQRM Manager must have strong technical skills, professional credibility, the ability and willingness to take on difficult issues, and the commitment to focus on TQRM activities
  • A TQRM Manager will be required to develop and maintain in-depth knowledge of RSM Tax Policies and the regulatory and ethics standards applicable to U.S. tax practice, including:-
  • Circular 230
  • AICPA Code of Professional Conduct
  • AICPA Statements on Standards for Tax Services
  • Applicable Internal Revenue Code provisions, including §§6060, 6107, 6109, 6694, 6695, and 7216
  • Must have an active license as a CPA or attorney
  • Proficiency with Microsoft Word, Excel and PowerPoint is required.  Experience with Microsoft Access is helpful, but not required
